how to get a data plate

If a person has a dissasembled project, the data plate is lost. He has the N number, has the registration, has the airworthiness certificate, how can he get a new data plate. what is the process?

I did call ACA, they will make a new datta plate for about $150, but only after recieving a leter from FAA authorizing them to do so.
