Help needed for fuel tank reinstallation

When I pulled my fuel tanks all I found holding them were bits of rubber and a cut up yardstick. Is this SOP? I sure could use some advice about wedging these suckers back into place...

I removed one tank to fix leaks. The bottom ends, front & back were cushioned with rubber cut from an innertube and the tank was then foamed in place. I found that the foam cut real easy with a hacksaw blade. I fixed the leaks and used a can of expanding foam to hold it in place (foam the sides only). It seems to work very well.
