Cracked spar 14-19-3

Looking for some info regarding a 14-19-3 I am looking to purchase.
There is a crack in the spar when looking at the butt.
When inspection wire is inserted, the crack does not go past the first bolt.
Seller tells me this is not yet a problem and says he has talked to the people at this club in regards to this.

Is this a problem?

Any info would be appreciated.

According to the Bellanca Engineering Report that addresses this issue checking cracks may not extend beyond the second bolt hole in the aft spar. No checking is permitted in the lower portion of the forward spar. It may be necessary to remove the fuel tanks in order to gain access to the bolts. The bolts need to be removed in order to verify the depth of the cracks. Remember, the cracks will become very narrow as they get deeper, too narrow for the wire to pass. Therefore, the crack will always be longer than the probe wire will indicate. I used a thin blade of grass, of all things, to probe the checking cracks in my Cruisair Sr.
I believe the Engineering Report is referred to as Bellanca Engineering Report BER838. A copy can be obtained from Alexandria Aircraft.
