ADSB Out and In

My plan was to order the wingtip uAvionix SkyBeacon (ADSB Out) and SkySense (matching strobe and ADSB In for the other wing) and was referred to the Ercoupe group which is doing a discounted purchase through a dealer. Now I'm told that the SkySense will not be certified as originally planned, which makes me wary of that company. There is an experimental version (still not cheap) but they say I can't buy it.

Now I'm rethinking this, as I already have wingtip Whelen strobes and the original pingBuddy, a small portable unit on the glareshield. Here are my back-up plans:
1) Install the SkyBeacon and buy the SkySense (if I can), remove (and sell) the Whelen strobes. I think a simple 337 would work.
2) Install the SkyBeacon and disconnect the port side of the Whelen system, and continue using the (ugh) pingBuddy going forward.
3) Buy the similarly priced Garmin GDL82, which needs an avionics shop to install and continue using the (ugh) pingBuddy going forward. I am also wary of Garmin with its history of abandoning support for its avionics. Anyone know what to expect in installation costs?

Sorry for the long treatise. Any thoughts, advice are appreciated.
 
The GDL82 does not necessarily require an avionics shop to do the install. The installation can be performed by an A&P. This is the only Garmin product that can be purchased and installed by a non-dealer.

I think most avionics shops are quoting around $3500 total installed cost. I know of one individual who bought his at Aircaft Spruce and installed it him self. His A&P charged him 4 hours to inspect, sign off and prepare the 337.

I emailed uAvionix and asked why they are not certifying the Skysensor. They said too many people have inexpensive portable receivers and the certification it very expensive for a limited market.
I have emailed uAvionix back suggesting and explaining the FAA NORSEE program, and how to get it on there approved list under the NORSEE Program, https://www.faa.gov/aircraft/air_cert/design_approvals/norsee/ or Google PS-AIR-21.8_1602
As A NORSEE device no certification is needed, just Documenting that it fits the NORSEE criteria. Scroll down and see the current approved list.
It may not help, but emails suggesting they persue the NORSEE rout might help them see there might be a market without certification.
I too wanted both the in on the left wing and in on the right wing. It may even, in my opinion be possable to install the Skysensor as a "Minor Alteration" without certification or being on the NORSEE list.

Your total installed cost for the UAvionix ADS-B out will be less than 2k with an A&P Sign-off.
They aren't certifying the ADS-B in, but they are going to certify a matching nav light for the other side if aesthetics is the issue.
Even if they did certify the ADS-B in, it would likely cost more than a Stratus II or IIs, or any other top of the line portable ADS-B in.
IMO, I would install the UAvionix ADS-B out wingtip and a Stratus IIs or III for $5-700 and skip any permanent installation ADS-B in headache.
